What is a procurement portal?

A procurement portal is the official online system a government agency uses to publish solicitations, distribute bid documents and addenda, and often receive electronic bid submissions. It replaces what used to be a paper-based plan room and mail-in bid process.

Most states and larger municipalities now run their own procurement portal, or use a shared statewide system. Smaller agencies frequently contract with a third-party e-procurement platform to handle solicitation posting, vendor registration, and document distribution. Registering as a vendor on a given portal is usually required to get addenda notices. On many portals, it is also required to submit a bid electronically. A portal a firm has never registered on can hide opportunities it would otherwise have seen. There is no single national procurement portal. A contractor, supplier, or rep working across multiple states or counties can need active accounts on dozens of separate systems to see its own market. Checking dozens of logins for new postings and addenda does not scale as a territory grows.
