What is manhole rehabilitation?

Manhole rehabilitation is the repair or renewal of an existing manhole structure — the frame, cover, walls, and channel — to stop groundwater infiltration, restore structural integrity, or correct corrosion damage, without fully replacing the manhole.

Common methods include coating the interior with cementitious or epoxy liners to stop infiltration and corrosion, installing a chimney seal or new frame and cover to fix surface-level leaks, and structural lining or grouting for more significant deterioration — the right method depends heavily on what's actually wrong, which is why condition assessment comes first. NASSCO's Manhole Assessment Certification Program (MACP) is the North American standard for that assessment: it gives inspectors a consistent coding language for manhole defects, similar to how PACP standardizes pipe inspection coding, so results feed directly into capital planning and rehabilitation prioritization. Because manhole condition is a major, often underestimated source of inflow and infiltration, manhole rehabilitation is frequently bundled into the same capital programs as pipe rehabilitation (CIPP, sliplining), even though it's priced and executed as its own distinct scope. Manhole counts, conditions, and the specific rehabilitation method called out per structure are usually listed separately from pipe rehabilitation quantities, which makes them easy to undercount if a bid is scoped manually from drawings alone.
